In the 2014-2020 programming period of the European Union Structural Funds and the Cohesion Fund, the Operational Program “Growth and Employment” is being implemented, 4.1.1. specific aid objective “To promote efficient use of energy resources, reduction of energy consumption and transition to RES in the manufacturing sector”.

The aim of the measure is to promote the efficient use of energy resources, reduce energy consumption and transition to renewable energy sources in the manufacturing sector.

On July 25, 2019, JSC “Olainfarm” signed an agreement with the Central Finance and Contracting Agency on the implementation of project No.4.1.1.0/18/A/018 “Reduction of greenhouse gas emissions by reconstruction of JSC “Olainfarm” cold station and its engineering system”.

The aim of the project is to perform the reconstruction of cold station and external refrigeration networks to improve energy efficiency and to improve technical conditions.

The implementation period of the project activities is 18 months after the conclusion of the agreement with the Central Finance and Contracting Agency (until 31 December 2020).

The total cost of the project is EUR 2 983 654.56, of which the total eligible expenditure is EUR 2 445 442.62, including EUR 733 632,78 from the Cohesion Fund.

Chronology of works implemented within the project:

1. By 25 July 2019 for the signature of the agreement with the Central Finance and Contracting Agency on Project No 4.1.1.0/18/A/018 “Reduction of greenhouse gas emissions by reconstruction of JSC “Olainfarm” cold station and its engineering system” 3 (three) procurement procedures were carried out:

– “Delivery and assembly of cold station technological equipment”, identification No.2-18;
– “Reconstruction of JSC Olainfarm production workshop No.6 in axes 30-35 as a cold station”,
identification No.4-18;
– “Reconstruction of the external cold nets of the cold station”, identification No.10-19.

Procurement results in 3 (three) contracts for the delivery and assembly of cold station technological equipment, for the reconstruction of production workshop No.6 and for the reconstruction of the external cold nets of the cold station. 1. On 30 September 2019, JSC “Olainfarm” submitted to the Central Finance and Contracting Agency a payment request No.1 for the reporting period from 1 July 2018 to 25 September 2019 for the total amount of EUR 50 022.21, of which European Regional Development Fund financing EUR 15 006.63
2. On November 29, 2019, JSC “Olainfarm” submitted to the Central Finance and Contracts Contracting a request for advance payment in the amount of EUR 293 453.00.
3. In the fourth quarter of 2019, reconstruction works of production workshop No.6 were started.
4. On 12 December 2019, the Central Finance and Contracting Agency approved the request for advance payment.
5. On December 20, 2019, the Central Finance and Contracting Agency approved the payment request No.1.
6. On 31 January 2020, JSC “Olainfarm” submitted to the Central Finance and Contracting Agency payment request No.2 for the reporting period from 26 September 2019 to 29 January 2020 for the total amount of EUR 332,838.15, of which European Regional Development Fund funding EUR 99 851.42.
7. In the first quarter of 2020, the reconstruction works of the production workshop No. 6 is continuing, the supply of cold station technological equipment and cold station external cold nets materials is being carried out.
8. In the second quarter of 2020, the installation works of the cold station technological equipment and the reconstruction works of the external cold nets of the cold station were started.
9. On 3 June 2020, JSC Olainfarm submitted to the Central Finance and Contracting Agency a payment request No.3 for the reporting period from 30 January 2020 to 25 May 2020 for the total amount of EUR 816 106.25, of which European Regional Development Fund funding EUR 244 831.88.
10. In June 2020, the reconstruction of the production workshop No.6 was completed and the assembly works of the cold station technological equipment were started.
11. During the third and fourth quarter of 2020, the assembly works of cold station technological equipment and reconstruction works of the external cold nets of the cold station, their testing and launch.
    
12. On 13 October 2020, JSC Olainfarm submitted to the Central Finance and Contracting Agency a payment request No.4 for the reporting period from 26 May 2020 to 21 September 2020 for the total amount of EUR 596 222.71, of which European Regional Development Fund financing EUR 178 866.81.
13. On December 21, 2020, JSC “Olainfarm” and the Central Finance and Contracting Agency signed amendments No.1 to the project implementation No.4.1.1.0/18/A/018 “Reduction of greenhouse gas emissions by reconstruction of JSC “Olainfarm” cold station and its engineering system” for the extension of the implementation period of the project activities until 28 February 2021, due to restrictions due to the spread of Covid-19 infection. At the same time, the total project costs were set at EUR 2 983 654.56 of which the total eligible expenditure were EUR 2 335 173.84, including EUR 733 632,78 from the Cohesion Fund.
14. On 22 December 2020, the Central Finance and Contracting Agency approved payment request No.2.
15. On 23 December 2020, the Central Finance and Contracting Agency approved payment request No.3.
16. On December 29, 2020, the Construction Board of Olaine Municipality accepted the reconstruction of the production workshop No. 6 of JSC Olainfarm in axes 30-35 as a cold station.
